Can I play Xbox 360 games like BioShock on a regular Xbox 360 Arcade, and be able to save them?

I will get an Xbox arcade and I wondering if I could do this. Someone told me I needed a hard drive, but I read that you need only to go on Xbox Live, do not plan to do. I just want to play some Bioshock and be able to save, and other games.

You can but I am buying at least one hard disk drive 20 GB Xbox. You can find them pretty cheap now, even at a low price used.
